All-Ukrainian Tempus Information Day 2010 |
All-Ukrainian Tempus Information Day was held in Kyiv, on December 15, 2010. This seminar was organized jointly by the National Tempus Office in Ukraine (NTO) and National Transport University, with support from the EU Delegation to Ukraine, EACEA, Ministry of Education, Science, Youth and Sports of Ukraine, and National Academy of Pedagogical Sciences of Ukraine. The event commenced with greetings by Mykola Dmytriev, Vice-Rector of the National Transport University. In his address he urged the participants to discuss and further explore the opportunities offered by the EU educational programs for modernization of higher education in Ukraine. Later Mykola Dmytriev summarized successful experience of the National Transport University’s participation in Tempus Program and presented University achievements in education programs modernization, infrastructure development, students and teachers international mobility thanks to Tempus projects support. In the welcoming address Vice-President of the National Academy of Pedagogical Sciences of Ukraine Volodymyr Luhovyi, National Higher Education Reform expert, greeted participants and outlined the major tasks of the higher education system modernization in contemporary conditions: the National Qualification Framework elaboration and quality assurance system development. He highlighted that the NTO in Ukraine in cooperation with the Ministry of Education and Science of Ukraine provides continuous support towards modernization of higher education in Ukraine and promotes capacity building and best practices exchange for the National experts participation in international events. Later, the floor was given to Helene Skikos, Policy Officer for Albania, Montenegro, Serbia, Belarus, Moldova and Ukraine, Unit C.4: International Cooperation, Directorate General for Education and Culture European Commission. She presented a strategy for smart, sustainable and inclusive growth “EUROPE 2020” and in particular pointed to new targets: 3% of EU’s GDP invested in R&D; <10% early school leavers; >40% with tertiary degree (among 30-34 years olds); learning mobility of 20% by 2020 via Erasmus Mundus and Marie Curie Programs etc. Representative of the Ministry of Economy of Ukraine, Sergiy Pos’ explained the procedure of international projects registration and answered questions from the audience. The Tempus Program review, role of The Education, Audiovisual and Culture Executive Agency, national priorities, novelties, selection criteria, partnership requirements, e-form as well as recommendations on preparation of project proposals for Tempus IV 4th Call were presented by Svitlana Shytikova, NTO Director. In addition to the Tempus IV, Olena Orzhel, NTO Coordinator, presented two other EU higher education programs: Erasmus Mundus and Jean Monnet. During the “Questions – and – Answers” sessions event participants had opportunity to question about the certain issues regarding Tempus program, project management cycle, application and evaluation procedures etc. All in all, about 130 participants from 48 public and private higher education institutions and research institutes took part in the event: Vice-Rectors; deans, heads of Departments, teachers and researchers; graduate and PhD students; employees of International Relations Departments, NGO representatives took part in Tempus Information Day. In the frame of the Tempus Info-Day, National Higher Education Reform Experts took part in a special session to discuss the prospects for higher education development in Ukraine. The session was moderated by Helene Skikos, a representative of DG for Education and Culture European Commission. The media coverage was provided by “Channel 5” – all-Ukrainian TV channel, program “Window to Europe” and “Pedagogical Newspaper”.
