How to implement Tempus projects successfully!

Ukrainian project teams – winners 2011 р. of European Union Tempus IV Program obtained necessary and  sufficient information on peculiarities and optimum approaches to projects implementation under contemporary conditions, its registration, communication, management, monitoring, dissemination and visibility.

In frame of the fourth call of Tempus IV Program in 2011 among 525 received applications, 63 proposals are recommended for funding by European Union. There are 48 Joint Projects, 15 Structural Measures (24% of the selected projects), and 33 national projects, 30 proposals are multi-country (48%). Nine projects with participation of Ukrainian partners are among winners – 24 higher education institutions and 15 public, private and non-governmental organisations. The Ministry of Education and Sciences, Youth and Sport of Ukraine with its subordinates are among partners in five Tempus projects.

Documents, procedures, methods and tools to be used to provide success and raise awareness of Tempus projects as well as basic guidelines were presented during the recent workshop for new Tempus IV projects on October 20, 2011. The workshop was organized by the National Tempus Office in Ukraine in cooperation with the Ministry of Education and Science, Youth and Sports of Ukraine, Delegation of the EU to Ukraine, Education, Audiovisual and Culture Executive Agency and the Higher Education Institute of National Academy of Pedagogical Sciences of Ukraine.

First Deputy Minister of Education and Science, Youth and Sport of Ukraine Evhen SULIMA, Higher Education Reform Expert, conveyed address to participants with welcome and congratulation.

EU Delegation representative Vira RYBAK, Manager, Education, Science&Technology and Information Society Sector, congratulated Tempus projects on their victory and highlighted the expectations of projects outcomes.

At the first part of the event teams from Ukraine and a grant holder representative from Sweden presented objectives and expected outcomes of the projects. It was particular important to meet newcomers to Tempus family among university-winners – National Academy of Managing Personnel of Culture and Art, Crimean Engineering and Pedagogical University, National Mining University, Ivano-Frankivsk National Medical University, Yuriy Fedkovych Chernivtsi National University and Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine.

Especially we would like to underline that 5 Universities such as Taurida National V. I. Vernadsky University, Zhytomyr State Technological University, Yuriy Fedkovych Chernivtsi National University, National Aerospace University “Kharkiv Aviation Institute” and National Technical University of Ukraine “Kyiv Polytechnic Institute” are partners in 2 Tempus projects 2011.

Giulia MORO, EACEA, and Svitlana SHYTIKOVA, NTO in Ukraine, focused on issues of cooperation in the consortium, practical tips for a good project start, and on project contractual documents.

Opportunities and perspectives of Tempus projects are sometimes invisible, so the broader audience can not make a use of them. This may impede sustainability and effectiveness of the results achieved. Bianca BÄUMLER, the Delegation of the EU to Ukraine, elaborated on visibility rules for EU funded projects. During her presentation the attention of participants was drawn to the core communication components such as press-releases, promotion materials, and presentation of information on project, and importance of the universities’ and project’ web sites.

Peculiarities of Tempus IV projects implementation (documents, registration, procedures, resources, monitoring) were key issues in presentations of Olena ORZHEL, Svitlana SHYTIKOVA and Svitlana BATSUYKOVA, NTO in Ukraine.

The event gathered together 33 representatives from 9 new Tempus projects across Ukraine – vice-rectors, deans, and heads of departments, professors, researchers and officers. Participants were encouraged to use the Delegation of the EU in Ukraine and National Tempus Office in Ukraine as resources for consultations, support and dissemination.

We believe that efforts to organize and conduct such an important event were effective and it'll become good tradition in future.
