Round table Bologna Process: challenges and priorities for implementation

June 1, 2010, representatives of higher education and science all over Ukraine gethered together to discuss challenges and priorities for Bologna process implementation in Ukraine in frame of the Round table “Status and Issues of Ukraine’ Participation in Bologna Process” that is prepared by National Academy of Pedagogical Sciences of Ukraine and NTO in Ukraine in cooperation with the Delegation of European Union to Ukraine, Ministry of Education and Sciences of Ukraine, Ukraine’ Association of Rectors of HEI, Council of Rectors for Kyiv Region and HERE team on request of Vice-Prime-Minister of Ukraine Volodymyr Semynozhenko.

The event opened with welcome speech the President of NAPS of Ukraine Vasyl Kremen and highlighted the importance of joining the efforts of the academic community to take part in public discussion of Ukrainian higher education reform in line with Bologna process implementation.

The representatives of the Delegation of the European Union to Ukraine – Claudia Fischer, Head of Operations Section 2, and Vira Rybak, Head of Education Sector – took part in the event. Claudia Fischer pointed out the role of NTO in Ukraine in providing effective Tempus projects realization of national higher education institutions as well as at the higher education reforming in Ukraine.

Minister of Education and Science of Ukraine Mr. Dmytro Tabachnyk presented an overview of the Bologna principles implementation situation in Ukraine and prospects for Bologna process in Ukraine.

The European expert Arthur Mettinger, Vice-Rector, University of Vienna, Founder of the UNICA Bologna Laboratory, Member of UNICA Steering Committee shared the practical experience of implementation of Bologna process at the Austrian Universities.

Vice-President of National Academy of Science of Ukraine Valeriy Geets proceeded with his address to participants. He evaluated the national innovative development situation, defined the quality assurance for the higher education as a key task for government.

Head of the Association of Rectors of Ukraine, Rector of Taras Shevchenko Kyiv National University Leonid Huberskyi expressed opinion about necessity to proceed with new Law about Higher Education with changes that meet the modern requirements.

Volodymyr Luhovyi, Vice-President of NAPS of Ukraine, Director of Institute of Higher Education of NAPS, dwelled on principal weaknesses of higher education reform in Ukraine and proposed tools for solution of existing situation on Bologna process implementation on stakeholders’ consensus basic.

During the second session 15 Rectors of leading Ukrainian universities had described challenges and key directions of Bologna principles implementation at national level in engineering, pedagogical, agricultural, fine arts, and medical fields.

The President of the National Academy of Pedagogical Sciences Dr. Vasyl Kremen summarized the sessions and suggested to develop recommendations for the Cabinet of Ministers of Ukraine and Ministry of Education and Sciences of Ukraine on the topic of discussion.
