30-31 березня 2011 р. у Белграді (Сербія) відбулася Міністерська конференція до 20-ої річниці Програми Темпус за участю 230 представників Європейського Союзу, міністерств освіти країн Темпус, проектних команд, офісів Програми Темпус.

Від України у заході взяли участь: Віра Рибак - керівник сектору освіти, науки і технологій, інформаційного суспільства Представництва Європейського Союзу в Україні; Ольга Котова - заступник директора Департаменту міжнародного співіробітництва та європейської інтеграції Міністерства освіти і науки, молоді та спорту України; Володимир Шатоха - проректор Національної металургійної академії (Дніпропетровськ); Світлана Шитікова - керівник проекту НТО в Україні.

Short overview

A very successful conference was organised in Belgrade, Serbia to celebrate the 20th anniversary of the Tempus programme on 29 and 30 March 2011. The aim of the conference was to celebrate the achievements of the Programme over the past 20 years, to provide an opportunity for Ministerial representatives to exchange experience on the Programme and raise awareness of its impact in the Partner Countries.

The conference was organised under the auspices of Štefan Füle, European Commissioner for Enlargement and Neighbourhood and Žarko Obradović, Serbian Minister for Education and Science. The 197 participants included representatives from the 29 Tempus Partner Countries (with the exception of Libya and the occupied Palestinian territory) and the 27 EU countries (with the exception of Slovenia).

The conference was attended by high level representatives from Serbia, including the Serbian President Boris Tadić who opened the conference. The Serbian Minister for Education and Science, Dr. Žarko Obradović gave opening and closing speeches. Various Serbian State Secretaries, assistant Ministers and university rectors also attended.

The conference was also attended by high level representatives from the Partner Countries, which attests to the excellent reputation the Programme has there. Six Ministers or ex-Ministers of education and four Deputy Ministers made speeches or contributed to the discussions during the thematic sessions. 17 Ambassadors from EU Member States attended the opening session including the Head of the EU Delegation in Serbia who also made a closing speech.

The vast majority of National Tempus Offices and EU National Contact Points were present together with representatives from higher education institutions from the Partner Countries and the EU. Several international organisations were also represented such as the European University Association, European Association of Institutions in Higher Education, European Students Union, 'Union pour la Méditerranée' and the Regional Cooperation Council.

The various speakers (see programme below) spoke of their personal involvement in the Programme and how rewarding it had been. They highlighted the impact of the programme at institutional, national and regional levels. The closing speeches by high level representatives from European Commission Development and Co-operation Department, Education & Culture Department and the Executive Agency where the Programme is managed focused on the political rationale behind the programme and highlighted the political will for the activities implemented under Tempus to continue for the next budgetary period.
